KXXV ABC 25 News, Trenton Hooker:

"There's numerous research out there to show that voting by mail is safe and secure and does not increase the cases of voter fraud," said Patel, the lead organizer for Fair Election Center's Campus Vote Project.

"When Abbott's proclamation said 'they want to increase greater transparency and help stop attempts at illegal voting' by closing some of these satellite sites. But really, it's hard to do that because you have to show an I.D. And the voter has to hand deliver that ballot."

The order starts October 2nd and the county's early voting clerk picks the location.

Abbott says the state "has a duty to voters in maintaining the integrity of the election."
